NEWS MEXICO: First LAWEA Workshop “Development, implementation and operation of wind farms in Latin America” successfully held in Huatulco. LAWEA is pleased to report that it has successfully completed the first workshop held last March 27 and 26, as well as an interesting visit to Eurus Wind Farm, and La Venta I and II. The technical training workshop, organized by LAWEA, brought together specialists from many companies and organizations from twelve different countries of Latin America, Europe and America who actively participated and assisted during the event, and that, through intensive work sessions, addressed issues related to planning, development and operation of wind farms and their relatively new technology in Latin America. Noteworthy is the excellent quality of the work presented and the shared experiences, as well as the smooth feedback generated in these days of intensive work and learning. PANAMA: A Belgian-Spanish company will invest in a wind turbine factory in Latin America. The Panamanian firm Industria Tecnológica Panameña (ITP) of mixed capital, consisting of the recent merger of the Belgian company Turbowinds (with 60% of the capital) and the Spanish Holly World Computers (with the remaining 40% of the capital), closed a strategic alliance agreement to locate and develop a wind turbine factory in Panama, assuring that it will be the largest of its kind in Latin America. The initial investment amounts US$10 million, which also include the establishment of another wind tower factory in Mexico, being the South Korean firm Speco Wind Power a member of this second phase. ARGENTINA: New wind farm will be installed in Neuquén province. In recent days, the Provincial Energy Agency of Neuquén (EPEN), together with a working group formed to develop the wind project named "Auquinco Wind Farm", presented the request for authorization for the use of land, to the Provincial Directorate of Lands of the Province of Neuquén, in order to install the wind turbines of this project. The Auquinco wind farm will be located at the north of the province, and is estimated to generate between 40 and 56 MW. CHILE: Several provinces will benefit from wind projects. Twelve wind project initiatives are planned be installed within the territory of the provinces of El Loa, Tocopilla and Antofagasta. These projects have recently been approved by the Regional Concession Committee (RAC). The authorities who have been involved in the decisions of these initiatives are the regional governor, the SEREMI (Regional Ministerial Secretary) of National Heritage, the SEREMI of Housing and Urban Development Ministry, and representatives from CORFO and CONAMA, among others, who have expressed optimism in continuing operations leading to diversify the country's energy matrix. MEXICO: Italian entrepreneurs interested to invest in wind farm. The Italian company, Consiel Energy, along with a group of Italian firms, was concerned to conduct several investments, with the initial objective of developing a wind farm on the Holbox Island. Thus, Consiel Energy, in partnership with the Italian companies Saveway Escoy and Medita SAS, said that the choice of the island is based on an economic development plan and environmental concerns, pointing to the integration of national energy areas with potential of tourism and relevant infrastructure required to receive them. BRAZIL: EDP announced date for the first wind energy auction. The president of Empresa de Pesquisa Energética (EPE) reported that finally, by the end of November, they will hold the first wind energy auction, never before undertaken in the country. This was announced during a public hearing, in front of the Renewable Energy Sources Special Committee, of the Chamber of Deputies. He also indicated that before the official launch of the call, they will need to develop and determine several rules and requirements in order to have a successful result. As an example, he explained that the requirement of new equipment will be established, aiming to avoid the purchase of pre-used and obsolete equipments from other countries. ARGENTINA: IMPSA awarded a million dollar contract with the province of La Rioja. The Argentinean company Industrias Metalúrgicas Perscarmona (IMPSA) has signed, with the government of the province of La Rioja, a “turnkey” contract for around $65 million dollars, to develop, operate and maintain the extension of the Arauco I wind farm. This farm, located in La Puerta (Department of Arauco) will have 12 new wind turbines of 2.1 MW power each, reaching a total of 25.2 MW. It is estimated to become operational in early 2010. BRAZIL: EDP Renováveis Brazil is expanding its portfolio of new wind projects totaling 532 MW. The Portuguese company EDP Renováveis, through its subsidiary EDP Renováveis Brazil, announced the purchase of all shares of Elebrás Projects, run by the German company InnoVent, by R$ 6.2 million (equivalent to approximately 2 million euros). Thus, EDP Renováveis Brazil was strengthened with the entire portfolio of wind projects that Elebrás held by 532 MW, developed in the State of Rio Grande do Sul. Out of these, 70 MW are installed in a project of PROINFA, and the remaining 452 MW are at various stages of development. CHILE: Irish company will develop projects for more than 400 MW. The Irish firm Mainstream Renewable Power, together with its Chilean partner Andes Energy, will invest about US $1,000 million, until the year 2014, for the development of several wind farms with a total of 400 MW in the country. The first of these projects is the wind farm in Laguna Verde (Valparaíso Region), with an installed capacity of 36 MW through 16 wind turbines of 2.3 MW each, and is estimated to begin construction by the end of the year 2010. The farm may provide power to around 19,000 users and reduce the emission of 34 tons of carbon dioxide greenhouse effect. PERU: The OSINERGMIN will define the wind energy tariffs. The Tariff Regulation manager of the Supervisory Board for Investment in Energy and Mining (OSINERGMIN) reported that within approximately four months, the rates of wind power generation will be defined. However, this depends on the possible consultants applying in this opportunity, who meet the technical requirements of the agency, for determining a profitability assurance of 12%, stipulated in the Law of Electric Concessions.

For this reason, we want to extend a formal invitation to our members to participate actively in the process of electing our second Board of Directors. LAWEA, through its Board and the active participation of all its members, considers of vital importance to continue developing initiatives, strategies and actions to strengthen the use of renewable energy. We are promoting these actions through education, outreach, advocacy and integration initiatives in Latin America, and thus make the search for a better quality of life, reflected in a cleaner world, with a sustainable energy supply and social development linked to wind energy. LAWEA will participate in WIND POWER 2009 WIND POWER 2009 Conference and Exhibition, organized by the American Wind Energy Association AWEA, is the largest wind power event worldwide. It will count with more than 13,000 attendees and more than 1,000 exhibitors. The event will take place in Chicago, Illinois, USA, in May 4 – 7, 2009. It will gather wind energy professionals aiming to share knowledge, new products and technologies linked to this kind of energy.
