ARGENTINA: Company invests 36 million pesos (US$11 million) for wind power.

The company Giacobone, from the city of Rio Cuarto, Cordoba; will invest 36 million pesos (US$11 million) for the manufacture of 1.500 wind power generators that will be destined to the towns of the province of Chubut.

Juan Giacobone, owner of the firm, informed the local media that a contract was signed with the Government of Chubut on an industrial scale to manufacture these devices and provide alternative energy.

PERU: Investments for wind power will increase to US$ 2,500 million this year.

Investments in the energy sector for 2008 will increase to 2,500 million. There are seven projects in power generation.

It is expected soon that the Congress approves the Law on Renewable Energies because there are many investors waiting to apply this rule. In Chile a law on renewable energy has already been passed, and the proposed policy in Peru is very similar to the Spanish and German ones.

On the coast of Peru there is a wind power that allows having wind farms as there are in the United States and Europe.

MEXICO: India and Mexico, sign agreements on transport and renewable energies.

The presidents of Mexico (Felipe Calderón) and of India (Pratibha Devisingh Patil), signed bilateral agreements on air transport and new and renewable energy sources, such as wind and solar.

The agreement seeks to “develop technologies” in the matter and “promote bilateral and technical cooperation for mutual benefit” through “exchange and training of scientific and technical personnel”.

CENTRAL AMERICA: Central America looks forward to use renewable sources.

The international crisis caused by the oil prices is forcing the countries without oil production to use renewable energy sources that seem to be the best alternative for the future.

The delegate of the German Industry and Trade to Mexico, Central America and the Caribbean, Johannes Hauser, said that ‘the countries in Central America, as well as the countries that do not produce oil, are forced to seek for alternative sources. This is also true for oil nations'.

NICARAGUA: Nicaragua hopes to produce 400 megawatts from renewable sources by 2012.

Nicaragua hopes to generate within 4 years, 400 additional megawatts of renewable energy in order to replace its dependence on oil, with the support of investors from Germany, North America and Spain and governmental funds.

One of the projects under execution is led by a private group of Germans and North Americans, which invested $90 million to create, from next December, the first 40 megawatts of wind energy in the department of Rivas (south).

MEXICO: Mexico proposes the need to create a multinational Climate Change Fund.

Within the framework of the World Economic Forum, and in the presence of representatives from several countries, mainly in Latin America, the Secretary of Environment and Natural Resources, Eng. Juan Rafael Elvira Quesada, proposed the creation of a multinational Climate Change Fund, which allows the strong and active participation of many nations in fighting this phenomenon.

The main objectives of this fund would be to achieve financing and transferring advanced technology, as there are countries like Mexico who want to do more than what they are doing on climate change, but they cannot because they do not have the appropriate technology and the necessary resources.

URUGUAY: Uruguay will generate alternative energy by 2015.

The Industry Minister, Daniel Martinez announced that the country will generate at least 400 megawatts of electricity based on wind energy and biomass by 2015. Martinez noted that it is an "essential target", given the regional energy crisis.

The energy policy of the government also involves a series of ways to support the thermal generation, such as the installation of a plant for coal and nuclear energy development, while solar was dismissed by the high cost of the panels.

MEXICO: Contract Manufacturer Industry is advancing towards wind energy.

As a cause of the increasing prices of electricity in the country, the local contract manufacturer industry looks forwards to new horizons, the wind and solar energy.

From all of the options discussed, including the importation of electricity from neighboring country in the north, the most viable is to operate with any alternative energy, in this case from the wind or the sun, drawing the characteristics of the region.

PUERTO RICO: The construction of the wind farm in Guayanilla will start soon.

Since May, in Guayanilla, Puerto Rico, the project of the wind farm will start its construction.

It will be attempted to establish a similar project in Arecibo, as part of the efforts to reduce dependence on oil.

This is the first project as part of the plan to continue expanding the electrical system from the point of view of the integration with renewable energy generation.

We seek for a more appropriate regulatory framework for the development of Wind Energy in Latin America.

LAWEA is convinced of the need for a regulatory framework much friendlier with renewable energy than the current over Latin America. For this, we are calling our network of international cooperation and all our contacts to join together for the accomplishment of this mission.

As a first step in the quest for better regulation on renewable energy in Latin America, we must learn from past experiences and foreign models in order to build a series of recommendations that will lead us to make amendments to the current legislation and that lead to effective and rapid development of wind energy in the region.
