NEW LATIN AMERICAN INITIATIVES FOR THE DEVELOPMENT OF WIND ENERGY

AGREEMENT BETWEEN THE ARGENTINE WIND ENERGY ASSOCIATION, THE LATIN AMERICAN WIND ENERGY ASSOCIATION, AND NOWA – LATIN AMERICAN RENEWABLE ENERGY CONSULTANT

Buenos Aires, May 16th 2008. Looking forward to accomplish a better international integration and cooperation regarding wind energy in Latin America, the AAEE, LAWEA and Nowa have signed on May 8th, an agreement to promote the provision of mutual services within their capacities.

ARGENTINE: Wind mills were inaugurated in Argentine

In joint work, on last May 9th, in the region of Entre Rios, the Minister of the Argentine Government, the Secretary of Energy and Holder of the Energy Company of Entre Rios (Enarsa), Raul Arroyo, presided over the opening ceremony of one of the wind mills that will provide energy in rural schools.

That ceremony, which took place at school No. 20, located in the district of the department Nogoyá Montoya, in the South American country, meant putting this service into operation in 13 other school units

PORTUGAL – BRAZIL: Renewable Energies of Portugal (EDP) will invest about 25% of their capital in the Iberian Peninsula, Brazil and the United States.

The Portuguese electricity company indicated on last May 6th, at a press conference through its chairman, Antonio Mexía, the starting of an international expansion. It aims to invest in three geographical axes of the company, which they defined as:

  • The Iberian Peninsula,
  • Brazil and
  • United States, where his company recently acquired Horizon Wind Energy.

Across platforms with which EDP Renewable counts in those three countries, he said, a collision will be held in the neighboring markets, which listed among Canada (from USA), Latin-America (Brazil) and Poland, Greece or the United Kingdom, from the Spanish headquarters of the firm.

PANAMA: Renewable Energies are able to provide power.

In Panama, renewable energy projects have strong power; this under the rules of the Electricity Market of this Latin American country.

The Operation Rules indicated that the National Dispatch Centre will make calculations of the long-term firm power of each hydroelectric and wind central, with the models and methodologies that make the same rules.

MEXICO: Renewable Energies in Indigenous Communities.

On the past May 9th, under the framework of the First International Congress on Bio-fuels, the Rural Electrification Program for Indigenous Communities with Renewable Energies was signed with a purpose of providing electricity to indigenous communities throughout Mexico. This event took place in the city of Guadalajara, Jalisco in Mexico.

This program benefited the 30 entities that form the Mexican federation and highlighting the state of Veracruz as it will allow providing power to 50 thousand households, which is equivalent to the benefit of over 250 thousand inhabitants.

HONDURAS: Renewable energy suppliers could disappear by problems with ENEE.

The National Electricity Company (ENE) has no confidence that small generators will satisfy the short and medium terms demand for electricity in the Honduran region; that is why Elsia Paz, who is the chairwoman of the Honduran Small Producers of Renewable Energies Association (AHPPER) and an entrepreneur of renewable projects, commented the obstacles that they are currently experiencing, their challenges, and the reason of the possible disappearance of the Energy Body.

The AHPPER is a private initiative that tries to diversify sources of electricity generation, but after several years of trying to operate 480 megawatts, they are now on the verge of disappearing, and without the hope of selling their products to the National Electricity Company (ENE). The vision of AHPPER is to be able of recreating, in renewable energy and energetic efficiency, the way forward to ensure clean, safe and economically efficient energy in the country.

MEXICO: Wind Energy: the cleanest and most profitable option.

The renewable energies have gained importance in recent decades because of the negative impact of fossil fuels. Science and technology have played as a tool for social progress, and technological development presents as opposed to social benefit, with an accelerated destruction of natural resources and its progressive depletion.

VENEZUELA: Energies of Portugal (EDP), interested on investing in Venezuela.

On last May 14th, Energies of Portugal (EDP) showed interest on investing in Venezuela concerning the production of wind power and gas extraction, following bilateral agreements that were raised on the previous day between the Portuguese Utility and Venezuelan country.

The condition of Venezuela, especially in the area of the exploitation of gas, makes it an attractive market for European business. This was reported during the visit of the manager of the Portuguese energy to the initiating act of exploration Block Boyacá 5 of the Orinoco Oil Belt, a project of the Venezuelan state.

This was also an official presentation act of LAWEA in this country.

This event took place on May 19 & 20 in Caracas, Venezuela.

LAWEA’S PROJECTS

We seek for a more appropriate regulatory framework for the development of Wind Energy in Latin America.

LAWEA is convinced of the need for a regulatory framework much friendlier with renewable energy than the current over Latin America. For this, we are calling our network of international cooperation and all our contacts to join together for the accomplishment of this mission.

As a first step in the quest for better regulation on renewable energy in Latin America, we must learn from past experiences and foreign models in order to build a series of recommendations that will lead us to make amendments to the current legislation and that lead to effective and rapid development of wind energy in the region.
