NEWS BRAZIL: The deadline for registration of companies in the wind power auction of November is postponed. With the purpose of giving more time to those companies interested in participating at the wind power auction, to be carried out on next November, the Ministry of Mines and Energy of Brazil (MME) announced that the registration deadline has been postponed. The new deadline for the inscription and registration to the wind power auction, ahead the Energy Research Company “Empresa de Pesquisa Energética” (EPE) agency in charge of this process, was set for next June 29, 2009. MEXICO: The Federal Commission of Electricity (CFE) has awarded a consortium to build a wind farm. After applying to the international public bid launched by the Federal Commission of Electricity (CFE) to build a wind farm in the southern state of Oaxaca, the consortium formed by the companies “Energia y Recursos Naturales S.A.” (Energy and Environmental Resources) and “Energias Ambientales de Guadalajara S.L.” (Environmental Energy of Guadalajara) was chosen to develop the project. This is the Oaxaca I wind farm, which will have a generating capacity of 101 MW and its production will be connected to the national electricity system, and in turn operate under the form of external energy producer. It is estimated that the construction and implementation of the project will take approximately 533 days; this means that by 2011 will be fully operational. NICARAGUA: A joint venture was awarded a contract to produce wind energy. The joint stock company (Venezuelan-Nicaraguan), Albanisa, obtained consent from the Ministry of Environment and Natural Resources to pursue the construction of a wind farm in southwestern Nicaragua. The wind project that will develop Albanisa includes the installation of 40 wind turbines of 2 MW each, reaching a total output of 80MW. It will be located on the farm “La Fe”, department of Rivas. The production of this project will be the double of the energy generated by the Amayo wind farm (with a total production at its first stage of 40 MW). MEXICO: A northern municipality will produce wind power in September. Authorities of the Mexicali municipality, located in the state of Baja California Norte, announced that for the next month of September, the wind farm located in the zone of the “La Rumorosa” will initiate operations. The wind farm, carried out by the Mexican-American Company Turbopower, contemplates production through wind turbines that will supply the Spanish firm Gamesa, a total of 10 MW, to supply the lack of power for 35 thousand households with low incomes. BRAZIL: BNDES approved financing for a wind farm. Banco Nacional de Desenvolvimento Econômico e Social (BNDES) recently adopted R$72 million (about U$S36 million) funding to develop and construct the wind farm Pedra do Sal, to be located in the municipality of Parnaiba (in Piauí). The project, which already has the installation and operation permits issued by the Ministry of Environment and Renewable Resources (SEMAR), will have an installed capacity of 18 MW. In addition, a contract was signed with the company Eletrobrás, for the purchase and sale of energy produced for a period of 20 years. ARGENTINA: The GENREN (Renewable Generation) program was officially launched. The Argentinean government recently released the GENREN (Renewable Generation) program, an initiative that seeks to diversify the energy matrix, reducing the emission of greenhouse gases and, in turn, create thousands of jobs by promoting the regional economy. The government has worked in the regulation of tax incentives, tax breaks and compensating differentials to investment in manufacturing equipment such as generators to produce energy with renewable resources. With this package of legal guarantees and prices, are looking to attract a group of private investment to reach U.S. $ S2.500 million. NICARAGUA: The Amayo wind farm recently included 39 MW of wind power. The state Electricity Transmission Company (Enatrel), recently announced the addition of 39 MW to the National Interconnected System, by the Amayo wind farm, located in the southern municipality of Rivas. These 39 MW are part of a total of 40 MW expected for the first phase of the operation of that wind farm, which in turn will cover the electricity supply to around 320 thousand homes in Nicaragua. MEXICO: Tamaulipas obtained the State congressional approval to generate wind power. The initiative held by the State Government of Tamaulipas, which includes the electricity supply for 43 municipalities from wind power, and at the same time bring an economic saving of 5%, has been approved by the Sustainable Development Committee of the State Congress. To hold this ambitious and innovative public initiative, a wind farm with around 70 turbines will be installed in “Los Vergeles”, in a land of 2,200 hectares. It will have a capacity of just over 454 GW/year. MEMBER'S PRESS RELEASE Industry poll finds transmission constraints pose greatest barrier to U.S. wind energy development. Hinesburg, VT—For the second year in a row, transmission/interconnection constraints were identified as the greatest barrier to wind energy development according to a poll conducted by NRG Systems at the American Wind Energy Association’s (AWEA) WINDPOWER 2009 Conference held in Chicago earlier this month. Forty-nine percent (49%) of respondents cited transmission or interconnection issues as the single greatest barrier to wind development in the United States.
