NEWS Mexico: CFE signs two contracts for wind power projects The Federal Electricity Commission (CFE) announced recently that it has signed a contract with the Environmental Energy consortium of Oaxaca (EAO) and another contract with Iberdrola Renovables, to build two wind farms in the southern state of Oaxaca, for a total investment of U.S. $393.6 million. Both farms will be connected to the SEN of Oaxaca, and together will produce 202 MW; they will generate energy in the form of external producers and avoid the emission of 300 thousand tons of carbon dioxide annually. CHILE: A Spanish group to invest in building one of the largest wind farms in the country.. The Spanish group Enhol, principal shareholder of the wind company Talinay, has announced their intention to invest approximately U.S. $ 1.000 million for the construction of the wind farm also called Talinay, located at the north of the country. The CEO of the subsidiary of Enhol reported that they plan to install 250 wind turbines, with a capacity of 2 MW each, reaching a total of 500 MW. In turn, he said the farm will be built in three phases and will require the hiring of 50 workers. They estimate to take three years for the completion of works. CHILE: U.S. Firm will install a wind farm The subsidiary of the american company Hudson Clean Energy, Element Power, announced they will invest U$S 235 million to build a wind farm in the town of tubular, south of the Chilean capital. It is the wind project known as Arauco, with the siting of 50 turbines of 2.5 MW each, which will generate a nominal output of 125 MW total. This farm will be built in an area of about 32 acres that the company rented for 25 years, stipulated time for the life of the project. PERU: The first renewable energy auction will be held in the country Finally, the Minister of Energy and Mines of Peru (MEM) announced that they will hold the first auction of renewable energy, for a total capacity of 500 MW in the fourth quarter of this year. It will be the MEM, next to the Oversight Agency for Investment in Energy and Mining (Osinergmin), who prepare the groundwork for the auction, thus complying with the terms of Legislative Decree No. 1002, with provisions on investment promotion for the generation of electricity through renewable energy. BOLIVIA: First and new Wind Atlas The first Wind Atlas in Bolivia has been recently launched, a new tool that will allow knowing the wind resource potential in any geographic point in the country. This invention has resulted from a joint effort between the company Transportadora de Electricidad (TDE), the International Finance Corporation (IFC)-who financed the development of this work, and the international company 3TIER, which has extensive experience in weather simulation models. CHILE: The firm RGI aims to develop wind projects. The Thai company Resource Group International Inc. (RGI) has signed in recent days, an agreement of intent through which they expressed interest in developing a series of wind energy projects in South America, especially in Chile. It is worth noting that RGI, being associated with ANPL GP, counts with the local subsidiary ANPL Latin America Limited, which will be widely beneficial in the development and construction of several wind farms, planning to generate a total of 850 MW. BRAZIL: State and federal authorities signed an agreement called The Letter of the Winds (La Carta de los Vientos). In the implementation of the National Wind Forum, in Natal (state of Rio Grande do Norte), the main figures of the federal and state level signed the Letter of the Winds, a compromise that contemplates the development of public policies and goals in relation to the production of wind energy. This commitment places special emphasis on fundraising, incentives, and public policy formulation for development of clean energy. In this regard, the Minister of Environment of Brazil ordered to set targets, funding and regulatory frameworks, among other considerations, reflecting the willingness of the national government to reduce taxes to zero for wind generation equipment. URUGUAY AND CHILE: Committed to sign an energy protocol Aiming to develop a wind turbine manufacturing industry, the South American countries Chile and Uruguay will sign, by next July, a bilateral protocol for joint action on energy, especially wind power. Both countries seek synergies to complement their industries and noted the intention to manufacture wind turbines to be installed in the wind farms located in their territories. Furthermore, they contemplated the idea of exporting them, once the domestic demand is covered.
