MEXICO: WIND EXPO 2008 was successfully held.

Last week, it was held in Guadalajara, Jalisco, Mexico, the first Wind Power and Renewable Energy Conference and Exhibition in Mexico and the biggest of its kind in Latin America, an event that was developed in pursuit of our goal "Discovering the Power of Wind in Latin America" looking forward to globally promote the huge potential of renewable resources in this region, and to attract national and foreign interests.

Among the over 50 speakers from around 20 different countries, wind energy experts participated, who formed the best level wind power and renewable energy conference program in Latin America. Among the more than 60 exhibitors, we had several of the industry leaders worldwide who left WIND EXPO 2008 with their expectations enhanced, and a lot of work ahead to continue with the strengthening of the Latin American wind industry.

MEXICO: Pilot Tests for Wind Power are being held in Jalisco.

The head of the Secretariat of the Environment for Sustainable Development of the Jalisco State, M.S. Martha Ruth del Toro, in recent days indicated that in the municipalities of Ciudad Guzman, Ojuelos, Lagos de Moreno and Mazamitla are being tested for wind power generation.

The official said that so far the studies have been favorable and that could be used initially to supply the lighting for some communities. These statements were made by the officer in the interview conducted at the Wind Energy Exhibition WIND EXPO 2008, at Expo Guadalajara.

MEXICO: Energy Reform approved.

After the passage of the Energy Reform in past days, several comments have been cast; however, it is generally understood as a major breakthrough for the country in the sphere of energy. On October 28, the state agency officially issued the received documents in the website; in this manner, the resolution of the minutes for the Order of the Energy Reform in renewable and / or sustainable energy which was passed by the House of Representatives are below:

- Proyecto de decreto por el que se expide la Ley para el Aprovechamiento Sustentable de la Energía.

- Proyecto de decreto por el que se crea la Ley para el Aprovechamiento de Energías Renovables y el Financiamiento de la Transición Energética.

ARGENTINE; Minister plans to expand the wind farm of Arauco.

In recent days, the minister of infrastructure of the provincial government announced that it planned to send the proposed expansion of Arauco wind farm to the German Ministry of Environment, with the aim of getting it evaluated after visiting the wind farm of Waldow, in Germany.

This visit was organized by the government for 15 ministers of Argentine provinces. They met with officials and technicians from the Ministry of Environment of the government of Germany by visiting the wind farm Waldow, looking forward to observe the functioning of different methodologies of renewables generation.

PUERTO RICO: The Government will invest $165 million dollars for wind power generation.

On October 20th, the government announced the investment of 165 million dollars in the construction of 20 wind turbines with output of 50MW. It is expected to be operational in 2012 and placed in the grounds of Finca Monte Grande in Arecibo, north of the country.

The aim is that by the year 2015 the dependence on oil to generate electricity is reduced by 20%. The interconnection for the transmission of energy-generating wind turbines will be at the Center for Transfer of Cambalache at 38 KW.

ARGENTINA: The government will invest 10 million pesos in wind power generation.

In Cutral Co, which belongs to the province of Neuquen, the governor announced that it will invest 10 million pesos in the construction of high power wind turbines, and will be installed in the technology park of the oil region.

Thus, the provincial government, the local municipality, and the municipality of Plaza Huincul, signed an agreement to finance the manufacture of the wind turbines following the investigation of the INVAP

URUGUAY: First wind farm inaugurated.

On October 22nd, the first wind farm was inaugurated, installed by New Manantial SA, currently contributes about 6 MW of a total of 10 MW, consists of 16 wind turbines, and will supply power to the cities of Rocha and Castles.

It was also reported that these turbines are located in the hills of fields where olives are grown and animal husbandry is developed; it is currently at 60% capacity.

PERU: The MEM has awarded 45 grants for studies of wind energy.

During the 2nd Congress on Renewable Energy and Biofuels, the Vice Minister of Energy and Mines reported that the MEM has awarded 45 grants for temporary conduct investigations of a similar amount of electricity projects generated through wind power for a total of 6725 MW, with the goal of realizing 10% of the projects at a minimum.

However, the vice minister felt that if investigations emit positive results, it is likely that in the next 24 months, operations the first wind farms could begin, which would have an installed power that would range from 50 to 80 MW at a minimum, and reach until 240 and 300 MW.

INTERNATIONAL: The potential of wind energy is huge.

On November 3rd, the Global Wind Energy Council (GWEC) and Greenpeace International issued the report that was referred to as "the Global Wind Energy 2008". This document refers that wind power could generate 12% of world demand energy, causing a saving of 10 billion tons of carbon dioxide.

In this way, the document announced that by the year 2020 wind power could save up to 1.5 billion tons of CO2 per year, and work well with the 30% of the world's electricity by the middle of this century.

CUBA: Wind farm Gibara is being repaired.

On October 28th, the repairing of the wind farm Gibara I started. It is expected that the connection to the National Electricity System is re-established by December. This works are being done due to the damages caused by the hurricane Ike in Cuba.

However, the wind farm is under general maintenance work, to start the exchange for rugged devices later. Thus, the work will focus on the mechanical part, in areas like; screws or tighten the coupling of the rotor to the main shaft.
