ARGENTINA: PEPSA receives authorization for its 50 MW wind farm in the Province of Buenos Aires.

PEPSA has obtained authorization from the Ministry of Energy as a new agent of the Wholesale Electricity Market (MEM), for its wind farm "Vientos del Secano" which will have an estimated output of 50 megawatts and will be located in Mayor Buratovich in the municipality of Villarino, South of the Province of Buenos Aires. This municipality already has experience in wind power generation, given by the two turbines of 600 KW installed by the Electric Cooperative of Mayor Buratovich in the year 97.

The company PEPSA of the Group ABO Wind Renewable Energy SA, integrated by local and European capitals, informed that they have been working in the site for 3 years now. Previously to the authorization, they submitted the Study of Environmental Impact and the correspondent electric studies to various state bodies. For the wind resource assessment, a wind speed and direction measurement tower was installed at a height of 80m. It is collecting the necessary data to calculate the power that the wind farm will produce. Besides, ABO Wind continues with its labors of prospection and assessment of the wind resource in other provinces of the country.

It is estimated that it will begin to be constructed in the fourth quarter of 2010; PEPSA has planned to invest 100 million dollars and hopes to start operations by the end of 2011, supplying the national electricity system by injecting an electrical output sufficient to supply nearly 80,000 homes, which would represent nearly 75% of the household electric demand of Bahía Blanca.

The company of the Group ABO Wind is looking for Argentinean companies with needs of a new generation, and local/international investors interested in renewable and sustainable technologies.

Despite the international financial crisis that has affected large sectors of the economy, wind energy has become established as one of the safest and most attractive investment for its clean technology and fiscal security through laws promoting renewable energy sources. The project complies with the law 26,019 that was recently approved, which expects an input of 8% of renewable energy to the national energy matrix by the year 2017, and also with the Provincial Law 12,603 as an incentive to generate electricity from renewable sources.

The wind farm “Vientos del Secano” could be the biggest source of clean generation of the Province, and would let the South region of the Province of Buenos Aires to have a clean energy source and stop depending on external electricity sources. It should be noted that the Province of Buenos Aires has the higher electric consume in the country, but at the same time, the lower own electric resources.

During the development of the project, all assessments of feasibility were conducted, and from an environmental point of view, they respected the flora and fauna. The noise levels produced do not exceed the maximum values required under current rules.

The wind power generation is currently the electricity source with more growth in the world, increasing more than 20% annually since the beginning of the 90’s. In joint effort with the company, the national government in charge of the Ministry of Infrastructure promotes these projects based in alternative sources, in order to take advantage of a resource that currently is scarcely used in Argentine, and they could become real.
