BRAZIL: Granted the construction and operation of 71 wind energy projects adding 1,805.7 MW of capacity

339 projects participated, totaling 10,000 MW. Those that surpassed U$S 108 per MW, were discarded. This was the first wind energy auction performed in the country, from which 773 turbines will enter operation in mid 2012, with a twenty year concession. The Electrical Energy Camera of Commerce calculated that the parks will produce, in the first twenty years, a total of 132,015 GW/hour. According to calculations of the ministry of Mines and Energy, the required investment will go up U$S 5,389 million.

BRAZIL: New economic stimulus measures announced

The Brazilian government announced a new set of measures to stimulate the economy, to bypass the global economic crisis in which included a permanent exemption of taxes for wind turbine generators. The measures were announced by the minister of economy during the last meeting of the year of the Council of Economic and Social Development, headed by the Brazilian president, Luiz Inácio Lula da Silva.

ARGENTINA-ESPAÑA: Isolux investing US$ 500 million in wind park

It’s a 200 MW wind park to be installed in Chubut, near Puerto Madryn, being finance by investment funds and banks. Construction is to begin in March of 2010. Also, within the framework of the GENREN (Renewable generation) program, Isolux in association with the state company Gas y Petroleo de Neuquén, proposed the construction of another 50 MW wind park.

PUERTO RICO: The Guayanilla wind park will not be constructed

The approval for Windmar Renewable Energy, Inc.´s Wind Park was canceled due to the bad location of the project, sited in a forest of extraordinary natural value. The Puerto Rican Ornithological Society (SOPI) marked this as a right step. SOPI´s spokesman emphasized that in Puerto Rico there are better locations for eolic projects. From the beginning the project received the disapproval of the scientific community, of the municipal assemblies and mayors of the region, the bordering communities and the local and international ecological groups.

In past days the envelopes with the technical offer of the Official Plan of Renewable Energies (GENREN) bid were opened. The proposing companies are now waiting for the economic offer envelopes, which will be handed once the technical analysis is concluded. The complete list of proposing companies follows.

BOLIVIA: Wind energy atlas published and promoted by grid operator TDE

The Bolivian company published an atlas of the wind resources of the country and informed that the Bolivian Catholic University “San Pablo” will administer the data base. It was elaborated by the Panamanian company 3TIER, in agreement with the World Bank. It defines the zones in Bolivia where wind power can be used to generate electrical energy. The CEO of the company Transportadora de Electricidad (TDE), will make delivery of this data base to the Bolivian Catholic University (UCB) “San Pablo”, which will deliver the information to interested companies.

URUGUAY: The Ministry of Industry and Energy published a listing of the registered wind sector performers

The Wind Energy program is a joint initiative between the government and the United Nations Development program. In the payroll appear the developers, investors, advisers and industrialists who participate or had entailment with the sector. The program is available in the Wind Energy Program website, www.energiaeolica.gub.uy. Its intention is to facilitate the contact between the different performers, for that reason they also included investing nationals and foreigners.

MEXICO: The I.A.D.B. guaranteed U$S 101 million in credits to partially finance wind energy developments

The new wind parks will be able to satisfy 4% of the country’s electrical demand. The two projects will add a total of 318 MW and will be located in the State of Oaxaca. I.A.D.B. indicated that the projects are part of Mexico’s strategy to diversify their energy portfolio and to reduce greenhouse gas emissions. Both projects will provide clean electricity through innovating associations between Spanish and French electric companies, Cemex, Wal-Mart, multilateral banks and rural communities.

Owens Corning to double capacity for technical fabrics

Owens Corning announced the addition of glass fiber knitting equipment at its facility in Rio Claro, northwest of Sao Paulo in Brazil, doubling its capacity for making fiberglass technical fabrics. The addition is the third expansion of capacity since the plant was established three years ago.

Demand for fiberglass technical fabrics is growing in Brazil, driven by the success of wind blade fabricators based in the region. Wind blades made in Brazil are used in the local market and also exported.

"This latest expansion to our fabric knitting capacity highlights our strategy to support market growth and emphasizes our commitment to help our Latin America customers grow and succeed both locally and globally," said Beth Rettig, OCV Technical Fabrics general manager, Americas.
